Function Discovery Resource Publication service is what makes a computer show up on the domain list. we have had it going to manual as of late. you can create a group policy to turn on system wide, or just set the service on a machine to automatic and start it. Change the GPO here:

Computer Config->Policies->Windows Settings->Security Setttings->System Services
